We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of May 11, 2026, be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Council minutes of April 20, 2026 and the Special Meeting of Council minutes of April 21, 2026 be adopted as circulated, including any revisions to be made. 

Under the authority of the Municipal Act, 2001 and in accordance with Ontario’s Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), The Corporation of the Town of The Blue Mountains wishes to inform the public that all information including opinions, presentations, reports and documentation provided for or at a Public Meeting, Public Consultation, or other Public Process are considered part of the public record. This information may be posted on the Town’s website and/or made available to the public upon request.

NOTE: In accordance with the Town Procedural By-law 2023-62 any person may provide comments during the Public Comment Period at a Council Meeting, regarding Town matters. Each person providing comments during a Public Comment Period shall be limited to not more than three minutes. The Clerk or a countdown clock shall alert the speaker when they have one minute remaining to address Council. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting.  If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receives the correspondence listed as Agenda items D.1.1 to D.1.9, less any items requested for separate review and discussion, and further does support the Staff recommendation made with regard to the Correspondence items, including any additional direction given to Staff through discussion, with an appropriate Staff action or response awaited for report back to Committee or Council, where indicated.

    AND THAT Council directs staff to submit the following delegation requests to the appropriate Provincial Ministries for the 2026 Association of Municipalities of Ontario (AMO) Conference scheduled for August 16 – 19, 2026:

    • School Expansion
    • Municipal Infrastructure Funding to Support Growth and Demand

    WHEREAS, the Voting Period for the 2026 Municipal and School Board elections is Friday, October 16, 2026 to Monday, October 26, 2026, which includes the use of the Council Chamber as the Election Help Centre;

    AND WHEREAS Council of the Town of The Blue Mountains previously adopted the 2026 Council and Committee of the Whole Schedule which includes a Council Meeting on Monday, October 19, 2026; 

    AND WHEREAS, Council has received the within request from the Town Clerk to reschedule the October 19, 2026 Council Meeting, to Tuesday, October 13, 2026, to accommodate the use of the Council Chamber for the Election Help Centre;

    NOW THEREFORE, Council directs staff to reschedule the Monday, October 19, 2026, Council Meeting to Tuesday, October 13, 2026, and to ensure the rescheduled date is reflected in upcoming Agendas and advertised to the public.

    THAT By-law No. 2026-21, being a By-law to Appoint Municipal Law Enforcement Officers, Steven Mathewson and Ryan Sacerty, be enacted as passed this 11th day of May, 2026

    Whereas the Integrity Commissioner has recommended to Council in his April 20, 2026 yearly report that Council consider two motions that will address the potential misuse of Strong Mayor Powers;

    Therefore, Council directs staff to propose “a guideline (in essence a non-binding policy) which guides the Head of Council to have regard to the advice of staff and/or the previous decisions of Council before implementing a stronger mayor decision” in a staff report before the summer break

Councillor Hope provided the following Notice of Motion at the April 20, 2026 Council Meeting.   This Notice of Motion will be included on the May 11, 2026 Council Agenda, for Council consideration.  In accordance with the Procedural Bylaw, this Notice of Motion requires a mover and a seconder to be considered by Council.

    Whereas the Integrity Commissioner has recommended to Council in his April 20, 2026 yearly report that Council consider two motions that will address the potential misuse of Strong Mayor Powers;

    Therefore, Council directs staff to prepare “a provision in the staff Code of Conduct that makes it a breach of that Code for staff to implement a directive from the Head of Council without it being in compliance with the procedural, documentary and/or disclosure requirements of applicable legislation” in a staff report before the summer break.

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to:

    1. advice that is subject to solicitor-client privilege, including communications necessary for that purpose, regarding addressing;
    2. a proposed or pending acquisition or disposition of land by the municipality or local board, and with regard to the municipality's inventory of land;
    3. a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, and with respect to a planning matter;
    4. personal matters about an identifiable individual, including municipal or local board employees, and with regard to the Destination Advisory Committee.
