We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of June 28, 2021 be approved as circulated, including any items added to the Agenda, it being noted that Agenda item "I. Closed Session" will be considered immediately following Agenda item "B.1 Presentation to Bill Abbotts".

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

This information may be posted on the Town’s website and/or made available to the public upon request.

Re: Recipient of the Senior of the Year Award 2021 by the Town of The Blue Mountains in recognition of outstanding contributions to the community after age 65

NOTE: In accordance with the Town Procedural By-law 2019-56 fifteen minutes allotted at the Council Meeting to receive public comments regarding Town matters.  Comments may be provided regarding staff recommendations contained in staff reports that are a follow-up to a Public Meeting, it being noted that the commenting period has ended.


NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT Council receive Staff Report FAF.21.125, entitled “Appointment of Municipal Law Enforcement Officers”;

    AND THAT Council enact a By-law to appoint Caroline Krasniewski, Jerome Miller, and Emily Reid as Municipal Law Enforcement Officers for the purposes of enforcing by-laws of the municipality.

    THAT Council receive Staff Report FAF.21.130, entitled “Beaver Valley Community Centre – 58 Alfred Street West – Noise By-law Relief Request”;

    AND THAT Council grant relief from the provisions of the Noise By-law for a drive-thru Lobsterfest at the Beaver Valley Community Centre on Saturday, July 3rd from 10:00 a.m. to 8:00 p.m.

    THAT Council receive Staff Report FAF.21.110, entitled “2021 Mid-Year CAO Goals Update”;

    AND THAT Council approve the Chief Administrative Officer registration to attend the out of Province Canadian Association of Municipal Administrators (CAMA) conference proposed to take place in Regina, Saskatchewan from May 30 to June 1, 2022 including expenses outlined in this report and as required by the Town’s Travel, Business and Mileage Expense Policy POL.COR.18.05.

    THAT Council receive Staff Report CSOPS.21.056, entitled “Thornbury Pier Update”;

    AND THAT Council approve an increase to the Thornbury West Pier Project to an upset limit of $140,000 to be funded from the Community Services Asset Replacement Reserve Fund.

    THAT By-law No. 2021-49 being a By-law to authorize the borrowing upon serial debentures in the principal amount of $985,000 towards the cost of Landfill Mining and Expansion, be passed this 28th day of June, 2021.

    THAT By-law No. 2021-55, being a By-law to establish tax rates to raise the levy required for 2021 local municipal and education purposes, and to provide for penalty and interest in default of payment thereof be passed this 28th day of June, 2021.

    WHEREAS the area now occupied by The Town of The Blue Mountains has been occupied intermittently since the Ice Age by our First Nations; and,

    WHEREAS The municipality of The Town of The Blue Mountains is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples;

    RESOLVED THAT Council directs Staff to include a page on the Town’s new website which recognizes our First Nations, their history, and their contributions to the area.

Providing 31 Years of Policing Services in the Town of The Blue Mountains

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose, and with regard to a municipal contract
