We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treat 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of January 11, 2021 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.  

With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

    THAT the Consent Agenda of January 11, 2021 be adopted as circulated, less any items requested for separate review and discussion.

    THAT the November 30, 2020 and December 14, 2020 Council Meeting minutes, and the December 11, 2020 and January 6, 2021 Special Meeting of Council minutes be adopted as circulated, including any revisions to be made.

Under the authority of the Municipal Act, 2001 and in accordance with Ontario’s Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), The Corporation of the Town of The Blue Mountains wishes to inform the public that all information including opinions, presentations, reports and documentation provided for or at a Public Meeting, Public Consultation, or other Public Process are considered part of the public record. This information may be posted on the Town’s website and/or made available to the public upon request.

Re: Request to Purchase Municipally owned lands known legally as PIN 37133-0237 (LT) on behalf of landowners of 63 Arthur Street West (adjacent lands)

NOTE: In accordance with the Town Procedural By-law 2019-56 fifteen minutes allotted at the Council Meeting to receive public comments regarding Town matters. Comments may be provided regarding staff recommendations contained in staff reports that are a follow-up to a Public Meeting, it being noted that the commenting period has ended.

NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT this Council does hereby receive the Correspondence of D.1 to D.7 and further does support the Staff Recommendation made with regard to the Correspondence items, including any additional direction given to Staff through discussion, with an appropriate Staff action or response awaited for report back to Committee or Council where indicated.

    THAT Council receive Staff Report PDS.21.011, entitled “Community Improvement Plan Project – Extended Consultation & Recommendations”;

    AND THAT Council enact a Bylaw to establish a Community Improvement Project Area for the Housing Within Reach Community Improvement Plan;

    AND THAT Council adopt the Housing Within Reach Community Improvement Plan;

    AND THAT Council enact a Bylaw to establish a Community Improvement Project Area for the Town-wide Revitalization Community Improvement Plan;

    AND THAT Council adopt the Town-wide Revitalization Community Improvement Plan; AND THAT Notice of Adoption be provided in accordance with the Planning Act;

    AND THAT Town staff be directed to bring a follow-up report in the first quarter of 2021 to outline recommendations regarding the Plan Administrator, delegation of application approvals, the appropriate programs to be funded in 2021.

    THAT (1 person)  is hereby appointed to The Blue Mountains Agricultural Advisory Committee for the balance of the 2018-2022 term of Council.

    THAT By-law No. 2021-1 being a By-law to designate certain lands in the Town of The Blue Mountains as a Community Improvement Project Area for the Housing Within Reach Community Improvement Plan be passed this 11th day of January, 2021.

    1. personal matters about an identifiable individual, including municipal or local board employees and with regard to the CAO review;
    2. personal matters about an identifiable individual, including municipal or local board employees and with regard to review of the applications received for appointment to the Committee of Adjustment.
