We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

Re: Future of healthcare in South Georgian Bay

    THAT Council of the Town of The Blue Mountains receives the presentation of Michael Lacroix, President & CEO, Collingwood General Marine Hospital & Jory Pritchard-Kerr, President & CEO, Collingwood General and Marine Hospital Foundation

NOTE: In accordance with the Town Procedural By-law 2023-62 ten minutes is allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda.     AND THAT Council endorse the new plan for the Roads and Drainage Facilities Expansion.

    THAT Council receive Staff Report SI.25.018, entitled “Gateway and Wayfinding Design Concept Follow-up”;

    AND THAT Council selects concept design option ______ for the Town Gateway signage and concept design option _______ for Town, Community & Hamlet signage;

    AND THAT Council directs staff to proceed with the selected design options and to work with Fathom Studios to refine the selected designs based on feedback received;

    AND THAT Council directs staff to prepare a report detailing the fabrication and implementation plan, including considerations related to implementation phasing, sign placement and funding sources.

    AND THAT Council direct staff to proceed with scheduling a Free Community BBQ in partnership with the Thornbury Farmers Market during the 2025 market season, at an upset limit of $1,000.00 funded through the Council operating budget.

    AND THAT Council directs staff to provide a follow-up report in Spring 2026 to debrief on all informal public engagement opportunities, including a full breakdown of costs and staff time.

    THAT Council receive Staff Report CS.25.028, entitled “Amendment to By-law 2016-71 being a By-law to regulate the size, use, location and Maintenance of signs within the Town of The Blue Mountains”;

    AND THAT Council directs staff to include the By-law to amend By-law 2016-71 as attached to the staff report on June 2, 2025, Council Agenda, for enactment;

    AND THAT Council waives the provision of the “Provision of Notice and Manner of Providing Notice to the Public Policy, POL.COR.24.04” as it relates to the requirement to schedule a Public Meeting to receive comments on the proposed changes to the said By-law, as they are administrative in nature.

    AND THAT Council authorize the requests for relief from the provisions of the Noise By- law for the 2025 events at Blue Mountains Resorts as specified in this report.

    AND THAT Council direct staff to add an exemption to the Noise By-law for the Blue Mountain Resort hilltop location at 201 Scenic Caves Road, for events that do not extend past 12:00am.

    AND THAT Council schedule a Public Meeting to consider the Updated Property Standards By-law and Proposed Updated AMPS by-law 2021-71 to include infractions under the AMP’s process.

    THAT Council receive Staff Report CS.25.023, entitled “South Georgian Bay Parkinson’s Festival Subsidy Request”;

    AND THAT Council approve the request from Living Better with Parkinson’s Organization and South Georgian Bay Parkinson’s Festival to be held on June 22, 2025, and waives the rental cost of $723.20 at the Beaver Valley Community Centre.

    AND THAT Council direct staff to include an addition to the 2026 budget for the consideration of re-zoning and development of 130 King St. W;

    AND THAT Council direct staff to include the following elements in the addition to the budget request: replacement of 2 outdoor tennis courts, formalized recreational trail, formalized parking and formalized access;

    AND THAT Council direct staff to negotiate an agreement with the Cameron Shores Tennis Club for the use of the tennis court for 2025 only, subject to a review of the courts for safety, provision of insurance, taxes and lease fee of $1,100.00 (one thousand one hundred dollars).

    AND THAT Council directs staff to continue to work with Georgian Bay Racquets Initiative to consider the use of part of the municipally owned land of the former Tees Please property;

    AND THAT Council direct staff to provide an update by the September 29th Council meeting;

    AND THAT Council direct staff to formally meet with Georgian Bay Racquets Initiative up to 4 times prior to the September 29th Council meeting.

    AND THAT Council directs staff to change the fees and charges by-law to remove fees for youth 12 and below, add a $5 per round fee for youth 13 to 16 and to add a youth membership for $75.00.
