We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT Council receive Staff Report FAF.21.051, entitled “Request for Additional Funds to Support the Rural Access to Broadband Internet Technology (RABIT) Task Force”;

    AND THAT Council approve additional funding for the Rural Access to Broadband Internet Technology (RABIT) Task Force to an upset limit of $10,000 to complete a Community Internet Speed Challenge throughout the month of May 2021 and as outlined in this report;

    AND THAT Council acknowledge and endorse the staff resources required to complete The Blue Mountains Internet Speed Challenge as presented and highlighted in the financial impact section of this report.

    And that Council endorses collaboration with the Georgian Cycle and Trail Association to enhance sections of the Georgian Trail.

    AND THAT Council approve additional funding to an upset limit of $72,000 to be funded by the harbour reserve.

    AND THAT Council approve the installation of 12 electric vehicle charge stations in the 6 designated locations (generally described as: Hester Street parking lot, Town Hall, Thornbury Post Office parking lot, Beaver Valley Community Centre, LE Shore Library, and Craigleith Heritage Depot Museum).

    AND THAT Council approve installation option ____ and approve the execution of the associated 10 year agreement(s) by Mayor and Clerk.

    THAT Council receive Staff Report PDS.21.021, entitled “Protocol for Establishing Telecommunication Facilities – Information and Direction Report”;

    AND THAT Council direct Planning Staff:

    1. To initiate an update the Municipal Protocol for Establishing Telecommunication Facilities to provide added clarity regarding roles and responsibilities of the participants;
    2. To initiate the preparation of a public engagement plan for the development of a Telecommunications Infrastructure Plan to better coordinate and preemptively identify areas of need, and potential strategic sites, for new telecommunication facilities, including exploring the feasibility of a regional plan developed with area municipalities;
    3. To engage municipal partners to investigate the feasibility of creating a regional telecommunications infrastructure plan to better coordinate and preemptively identify areas of need, and potential strategic sites, for new telecommunication facilities;
    4. To include updated Telecommunication Facility/Infrastructure policies in the Official Plan through the upcoming 5-year review exercise, which includes reference to the Municipal Protocol for Establishing Telecommunication Facilities and any relevant findings as a result of item B and/or C

    THAT Council receive Staff Report PDS.21.039, entitled “Abbotts Subdivision - Notice of LPAT Appeal”;

    AND THAT the Director of Legal Services and/or Town legal counsel be authorized to take the appropriate actions necessary, including retention of professional services to support the Town’s position and attendance at any discussion, negotiations, and proceeding related to this Local Planning Appeal Tribunal (LPAT) matter.

    THAT Council receive Staff Report PDS.21.031, entitled “Update to By-Law No. 2002-78, and Request to Extend the Lora Bay Berm” for information;

    AND THAT Council direct Town staff to finalize a Fill Agreement pertaining to the extension of the Lora Bay Berm;

    AND THAT the Fill Agreement shall address such matters as may be directed by Council in the consideration of Staff Report PDS.21.031;

    AND THAT the Mayor and the Clerk are authorized to execute the Lora Bay Berm Extension Fill Agreement;

    AND THAT Council direct staff to initiate an update to By-Law 2002-78.
