We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

Re: Presentation to Council regarding the South Georgian Bay Mission Statement and request for continued Council support and participation

Re: Request for Council to reconsider Preferential Taxation By-law 2005-69

NOTE: In accordance with the Town Procedural By-law 2023-62 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

Re: Comments on the use of land regarding Events for Life Land Request, FAF.23.180

    THAT Council receive Staff Report FAF.23.180, entitled “Events for Life Land Request”;

    AND THAT Council endorse the selected property fronting Peel Street North as presented and identified in Attachment 1 of this report for the specific use as a permanent Program Centre for the Events For Life Centre Inc. as requested through their August 14, 2023 deputation to Council;

    AND THAT Council direct staff to negotiate with Events for Life Centre Inc. regarding the gifting of land, the conditions of the land disposition, and future funding for the development of a new Events for Life Programming Centre as outlined in this report.

    THAT Council receive Staff Report FAF.23.181, entitled “Follow Up to the Public Meeting to Consider the Renaming of the Craigleith Depot”;

    AND THAT Council consider the summary of comments that were received through the October 31, 2023 Public Meeting;

    AND THAT Council approve the request of The Blue Mountains Public Library Board of Management and provide direction to staff to proceed with renaming the “Craigleith Depot” to the “Craigleith Station” as its original and legal name.

    OR

    AND THAT Council deny the request of The Blue Mountains Public Library Board of Management and provide direction to staff to maintain the facility name “Craigleith Depot”.

    THAT Council receive Staff Report FAF.23.176, entitled “Employee Code of Conduct and Respectful Workplace Policies”;

    AND THAT Council approve the new Corporate Policy entitled “Employee Code of Conduct, POL.COR.23.XX”;

    AND THAT Council repeal corporate policy “Workplace Violence and Harassment, POL.COR. 18.08” and replace with two (2) new Corporate Policies, “Respectful Workplace, POL.COR.23.XX and Workplace Violence, POL.COR.23.XX.”
