We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of April 12, 2022 be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2021-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Special Meeting of Council minutes of March 15, 2022, Council minutes of March 28, 2022 be adopted as circulated, including any revisions to be made. 

NOTE: In accordance with the Town Procedural By-law 2021-76 any person may provide comments during the Public Comment Period at a Council Meeting, regarding Town matters. Each person providing comments during a Public Comment Period shall be limited to not more than three minutes. The Clerk or a countdown clock shall alert the speaker when they have one minute remaining to address Council. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting.  If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receives the correspondence listed as Agenda items D.1.1 to D.1.5, less any items requested for separate review and discussion, and further does support the Staff recommendation made with regard to the Correspondence items, including any additional direction given to Staff through discussion, with an appropriate Staff action or response awaited for report back to Committee or Council, where indicated.

    THAT Council of the Town of The Blue Mountains receives the Committee and Board minutes included on the April 12, 2022 Council Agenda, for information, less any items pulled for separate discussion.

With the adoption of the Committee Reports included on the Consent Agenda, all Recommendations found within the Committee Report(s) are approved by Council, as recommended, less any items requested for separate review and discussion.

    AND THAT Council endorse selecting one (1) member of Council as the Lead Council Representative to support staff during the development and implementation of the Request for Proposal materials, and the formal Request for Proposal Development Selection process relating to the 125 Peel Street Community Campus of Care Development Project;

    AND THAT Council appoint _____________ as the Lead Council Representative for the 125 Peel Street Community Campus of Care Development Project.

    THAT Council receive Staff Report CSOPS.22.042, entitled “Tyrolean Village Construction
    Follow-up” for their information;
    AND THAT Council proceed with the recommendations from Staff Report CSOPS.22.009,
    entitled “Tyrolean Village Watermain Replacement and Wastewater Servicing PIC 2 Follow-up”.

    THAT Council receive Staff Report FAF.22.087 entitled “Fraser Crescent Flood Follow-Up to Staff Report FAF.22.068”;

    AND THAT Council directs that the total amount of relief funds is $__________ in accordance with Staff Report FAF.22.068 and Council’s endorsed Motion of April 12, 2022.

    THAT Council of the Town of The Blue Mountains waives the provisions of the Procedural By-law 2021-76, as amended, (sections 13.b.iii, 13.b.v, 13.b.vi and 13.b.v.ii) to allow electronic participation of all Council Members in all Council, Committee of the Whole and Council, Public Meetings until July 12, 2022, and to be counted in quorum.

    THAT By-law No. 2022-28 being a By-law providing for the designation of a highway for one-way traffic only on Lansdowne Street in a southbound direction from Louisa Street West to Alice Street West be passed this 12th day of April, 2022.

    THAT By-law No. 2022-29 being a by-law providing for the erection of stop signs at intersections of Beaver Street South and Alice Street West, North-Westbound and South-Eastbound on Alice Street West be passed this 12th day of April, 2022.

    THAT By-law No. 2022-30 being a By-law to remove the Holding '-h7' symbol from the lands lying and being in the Town of The Blue Mountains legally known as Part Lot 39, Concession 12, being part of Lots 1 and 3, registers Compiled Plan 1032 (Cottages at Lora Bay, Phase 5, being Vacant Land Condominium Plan No. 127) be passed this 12th day of April, 2022.

    THAT By-law No. 2022-31 being a By-law to remove Block 1, Plan 16M-84, from part-lot control for a temporary period of two (2) years be passed this 12th day of April, 2022.

    THAT By-law No. 2022-32 being a By-law to appoint Kyra Dunlop as Deputy Clerk of The Corporation of the Town of The Blue Mountains as per the previously approved terms of employment, be passed this 12th day of April, 2022.

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to:

    1. a proposed or pending acquisition or disposition of land by the municipality or local board, and with regard to the municipality's inventory of land;
    2. personal matters about an identifiable individual, including Town or local board employees and with regard to correspondence received;
    3. personal matters about an identifiable individual, including Town or local board employees and with regard to consideration of the nominations for the Senior of the Year award;
    4. personal matters about an identifiable individual, including Town or local board employees and with regard to information supplied in confidence to the municipality
