We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

Re: 2025 Ski Cross World Cup Event Overview and Request for Support

NOTE: In accordance with the Town Procedural By-law 2023-62 ten minutes is allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

Re: Presentation to the Town on Beaver Valley Destination Stewardship Community Story 2024 and Request for Council and staff to attend Watershed Matters Stewardship Circle Series

    THAT Council receive Staff Report SI.25.004, entitled “Consideration of Family Physician Recruitment Working Group”;

    AND THAT Council endorses the establishment of the Family Physician Recruitment Working Group and approves the Terms of Reference as attached to this report;

    AND THAT Council appoints (Councillor Name) as the Council lead and as the Chair of the Family Physician Recruitment Working Group for the term of the Working Group as outlined in the Terms of Reference.

    AND THAT Council direct staff to initiate meetings of the Family Physician Recruitment Working Group with representatives from the North East Grey Health Clinics and other Town of The Blue Mountains resident members in accordance with the Terms of Reference and as selected following the Town’s standard Committee selection procedure administered by the Town Clerk.

    THAT Council receive Staff Report SI.25.006, entitled “Opportunity to Host Chamber After Six Event”;

    AND THAT Council endorses the Town partnering with The Blue Mountains Chamber of Commerce to co-host a ‘Chamber After Six’ networking event to be held at a future date at Town Hall;

    AND THAT Council approves a temporary exemption of the Town’s Municipal Alcohol Policy and directs staff to add Town Hall (32 Mill Street, Thornbury) to the list of designated properties as outlined in the policy as suitable for events that will sell or serve alcohol, subject to obtaining a AGCO issued Special Occasion Permit or a Liquor Licence.

    AND THAT Council acknowledges that Community Services staff are actively working on an update to the Municipal Alcohol Policy that will be brought forward for future consideration.

    THAT Council receive Staff Report SI.25.008, entitled “Proposed Workplan and Approach for the Corporate Strategic Plan Update”;

    AND THAT Council endorses the proposed work plan and project approach as detailed and directs staff to initiate the request-for-proposal process to hire a municipal-focused consultant to lead the development of the Corporate Strategic Plan.

    THAT Council receive Staff Report CS.25.010, entitled “Options for use of 130 King St. W - Survey”;

    AND THAT Council directs staff to conduct a survey regarding the options for use of 130 King St. W.

    AND THAT Council directs staff to bring the final report to Council April 22, 2025.

    THAT Council receive Staff Report CS.25.005, entitled “Amendment to the Delegated by Council of Powers and Duties Policy , as it relates to the Authority of the Director of Community Services”;

    AND THAT Council approve the proposed amendment to Schedule “A” of the Town’s Corporate Delegation by Council of Powers and Duties Policy POL.COR.07.04 in relation to the authority of parking tickets to the Director of Community Services as follows:

    “Termination or withdrawal of parking tickets issued to qualified residents’ family or friends will be received by the Director of Community Services who will consider the request and if satisfied, will approve the termination or withdrawal of the parking ticket.”

    THAT Council receive Staff Report CS.25.008, entitled “Revised Volunteer Recognition Policy”;

    AND THAT Council approve the revised Volunteer Recognition Policy, POL.COR.25.XX with revisions proposed by the current term Volunteer Sub-Committee of Council.
