We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of May 21, 2024 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of April 29, 2024 be adopted as circulated, including any revisions to be made.

Finance, Administration, and Fire Services Reports - To be chaired by Deputy Mayor Bordignon

NOTE: In accordance with the Town Procedural By-law 2023-62 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report FAF.24.073, entitled “2024 AMO Delegation Requests”;

    AND THAT Council direct staff to submit applications to the following Ministries for Delegation Requests offered at the Annual AMO Conference being held in Ottawa between August 18 through to August 21, 2024:

    1. Ministry of Natural Resources and Forestry to consider long-term solutions for the management of Frazil Ice
    2. Ministry of Infrastructure on the impacts and concerns relating to Inflow and Infiltration into municipal wastewater treatment systems
    3. Ministry of Environment, Conservation and Parks to highlight concerns relating to the Blue Box Transitioning Program particularly relating to the Commercial stream of recycling
    4. Ministry of Municipal Affairs and Housing relating the variety of impacts being experienced by the Town.

    THAT Council receive Staff Report FAF.24.017 entitled “2023 Investment Report” for information purposes.

    THAT Council receive Staff Report FAF.24.062, entitled “Amendments to the Public Notice Policy”;

    AND THAT Council directs staff to proceed with the required Public Meeting in accordance with the requirements of the Municipal Act, 2001, to receive public feedback regarding the amended Public Notice Policy as presented;

    AND THAT Council direct staff to schedule a Public Meeting on July 9, 2024 to receive comments from the public regarding the amended Public Notice Policy as presented;

    AND THAT Council acknowledges that the provisions of the “Provision of Notice and Manner of Giving Notice to the Public Policy, POL.COR.07.03” requires 21 days’ notice of this Public Meeting, and that the Notice of Public Meeting will be posted to the Town website on June 4, 2024.

    THAT Council receive Staff Report CSOPS.24.035, entitled “Special Olympics Subsidy Request”;

    AND THAT Council provide subsidy in the amount of $6,720 to Meaford/Thornbury Special Olympics for the use of Tomahawk Golf, Monday’s, weekly, for 4 tee times for 21 weeks.

    THAT Council receive Staff Report CSOPS.24.037, entitled “Moreau Park Revitalization Survey Results” for information only;

    THAT Council receive Staff Report CSOPS.24.036, entitled “Cemetery Columbarium Increase to the Budget”;

    AND THAT Council approves an increase to the budget for this project of $25,000 for a total project budget of $75,000 including contingency.
