We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of February 1, 2022, being a meeting scheduled to consider the items not considered at the January 31, 2022 Council Meeting, be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2021-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

NOTE: In accordance with the Town Procedural By-law 2021-76 fifteen minutes is allotted at the Special Meeting of Council to receive public comments regarding matters included on the Agenda.  Each person shall provide their name and address, and is required to address their comments to the Chair.  Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended.  Written correspondence may still be received in response to matters that have been the subject of a Public Meeting.  


NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT Council of the Town of The Blue Mountains receives the Committee and Board minutes included on the February 1, 2022 Special Meeting of Council Agenda, for information, less any items pulled for separate discussion

With the adoption of the Committee Reports included on the Consent Agenda, all Recommendations found within the Committee Reports are approved by Council, as recommended, less any items requested for separate review and discussion

    THAT (1 person) is hereby appointed to the Agricultural Advisory Committee for the balance of the 2018-2022 term of Council.

    THAT Council receive Staff Report FAF.22.021, entitled “Appointment Procedure to fill Vacant Councillor Seat”;

    AND THAT Council approves the “Appointment Procedure to Fill Vacant Councillor Seat” as attached to Staff Report FAF.22.021 regarding the Councillor Vacancy declared on January 17, 2022 and reflective of the direction previously provided by Council.

    THAT By-law No. 2022-2 being a By-law to authorize temporary borrowing to meet the current expenditures of the municipality for the year ending December 31, 2022 be passed this 1st day of February, 2022.

    THAT By-law No. 2022-3 being a By-law to levy amounts on the assessment of property rateable for local municipality purposes, and to further provide for percentage charge and interest charge in default of payment thereof be passed this 1st day of February, 2022.

    THAT By-law No. 2022-4 being an Interim By-law to prescribe a speed limit for motor vehicles on a highway portion within the municipality be passed this 1st day of February, 2022.

    THAT By-law No. 2022-5 being a By-law to remove the Holding '-h2' symbol from the lands lying and being in the Town of The Blue Mountains legally known as Sideroad 6 Concession 5 Part Lot 6 RP16R-9021 Part 2 be passed this 1st day of February, 2022.

    THAT By-law No. 2022-06, being a By-law to confirm proceedings of the Council of The Corporation of the Town of The Blue Mountains of January 31, 2022 and the Special Meeting of Council of February 1, 2022 be hereby enacted as passed this 1st day of February, 2022.
