We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of December 21, 2021 be approved as circulated, including any additions to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2021-76, Transportation Committee Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Minutes of November 18, 2021 be approved as circulated, including any revisions to be made.

NOTE: In accordance with the Town Procedural By-law 2021-76 fifteen minutes is allotted at the Meeting to receive public comments regarding Transportation Committee matters included on the Agenda. The speaker shall provide their name and address, and shall address their comments to the Chair. Comments shall not refer to personnel, litigation or potential litigation matters, or matters that are a follow-up to a Public Meeting.


Committee meetings are taking place virtually to assist with social distancing with respect to COVID-19. Comments received from the public that have not been included on the Agenda will be read at the meeting by the Executive Assistant.

Note: This resolution passed at the November 22, 2021 meeting of Council:


a) THAT Council receive Staff Report CSOPS.21.084, entitled “Transportation Master Plan Stage 1 Report” for their information;
AND THAT Council endorse staff to proceed to Stage 2 of the Transportation Master Plan study;
AND THAT Council direct that there will be a regional focus on mapping and other transportation issues within the Transportation Master Plan, CARRIED


b) THAT Council of the Town of The Blue Mountains receives the Transportation Committee recommendation from the September 16, 2021 meeting as follows:

THAT the Transportation Advisory Committee requests the Council direct staff to include in the Transportation Committee budget both committee operating expenditures plus an additional $50,000 for expenses not covered in the capital budget for emerging technologies as part of the Municipal Modernization Fund.
AND THAT the Transportation Advisory Committee requests that Council direct staff to bring forward in the 2022 budget funds necessary to implement Connecting Links applications/studies and projects, CARRIED.


AND THAT Council of the Town of The Blue Mountains directs staff to include in the Transportation Committee budget both committee operating expenditures plus an additional $50,000 for Operations Department expenses not covered in the capital budget for emerging technologies as part of the Municipal Modernization Fund;
AND THAT Council of the Town of The Blue Mountains directs staff to bring forward in the 2022 budget, funds necessary to  implement Connecting Links applications/studies and projects, CARRIED.


c) THAT Council of the Town of The Blue Mountains receives the Transportation Committee recommendation from the September 30, 2021 meeting as follows:

THAT the Transportation Committee forward the September 30, 2021 comments from Bill Abbotts to Council of Town of The Blue Mountains for forwarding onto Grey County Council for consideration, CARRIED.

AND THAT Council of Town of The Blue Mountains forwards the comments from Bill Abbotts to Grey County Council for consideration, CARRIED.


d) THAT Council of the Town of The Blue Mountains receives the Transportation Committee recommendation from the October 14, 2021 meeting as follows:

THAT the Transportation Committee receives Transportation Master Plan Stage One Memo – Background Review and associated presentation;
AND THAT the Transportation Committee endorses the same in principle, further to the discussion at the Special Committee meeting, in particular data verification and data gaps, if any, regional focus and active and vehicular transportation data;
AND THAT the Transportation Committee supports staff bringing the report to the Committee of the Whole on November 2, 2021 with a focus on the main takeaways and the strategy for Phase 2, with the main takeaways and strategy to be communicated to the Committee members prior to November 2, 2021;
AND THAT the Transportation Committee requests Council direct staff to circulate the Transportation Master Plan Stage One Memo- Background Review and associated presentation to adjacent municipal Councils.


AND THAT Council of the Town of The Blue Mountains directs staff to circulate the Transportation Master Plan Stage One Memo – Background Review and associated presentation to adjacent municipal Councils, CARRIED.

  • Potential Recommendations for Grey County Review of Roads
    • Confirmation of process for providing feedback to be circulated by Shawn Carey
  • Victoria/Louisa/Elma/Alice Reconstruction Updates, as available
  • Unopened Road Allowances (including water access) Update, as available
  • Highway 26 Paved Shoulder Update - Councillor Sampson and John White
  • Alternate Route Sub-Committee Update, as available

Note: Council passed the following resolution relating to the New Comprehensive Parking By-Law and Mill Street on November 29, 2021:

THAT Council receive Staff Report FAF.21.192, entitled “New Comprehensive Parking By-law”;
AND THAT Council directs Staff to schedule a public meeting in early 2022 to consider the Parking By-law including consideration for Mill Street north to Bay Street, and associated amendments to the Administrative Monetary Penalties By-law.
