We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

Re: Request for Council support regarding the allocation of serviced lands to build the Events For Life Permanent Program Centre

NOTE: In accordance with the Town Procedural By-law 2022-76 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. Re: Request for Proclamation Declaration regarding Fetal Alcohol Syndrome Awareness Day

    THAT Council receive Staff Report FAF.23.117, entitled “121 Arthur Taylor Lane Working Group Recommendations”;

    AND THAT Council approve the recommendations contained within this report relating to the Town accepting the donation of twenty-five (25) acres of the 121 Arthur Taylor Lane property and actively collaborating with Grey County and the Province of Ontario with the intention of utilizing a significant portion of these lands for a future Attainable Housing Project;

    AND THAT Council endorse further negotiations with the Kritsch family to acquire an additional twenty-five (25) acres of the total seventy-four (74) acres of 121 Arthur Taylor Lane that further prioritizes the development of increasing the range and stock of housing within the Town;

    AND THAT Council approve an upset limit of $75,000 to proceed with the initiation of future land transfers and acquisitions specific to the donation portion of the transactions along with retaining services of appropriate professionals to initiate a visioning process for the two (2) properties being 121 Arthur Taylor Lane and 417248 10th Line.

    AND THAT Council direct staff to bring a 2024 Taxation base budget to Committee of the Whole with a tax levy increase no greater than __%;

    AND THAT Council direct staff to bring a 2024 Water base budget to Committee of the Whole with consumption charge increase no greater than __%;

    AND THAT Council direct staff to bring a 2024 Wastewater base budget to Committee of the Whole with consumption charge increase no greater than __%.

    AND THAT Council approve an increase to the contract by $125,000 from $1,058,009.94 to $1,183,009.94.

    AND THAT Council approve the 2023 Partnership funding for the Institute of Southern Georgian Bay at the

    1. Lead Partner Level at a cost of $10,000.
    2. Supporting Partner Level at a cost of $5,000.
    3. Community Partner Level at a cost of $2,500.

    THAT Council receive Staff Report FAF.23.127, entitled “Costs Associated with the June 1, 2023 Grey County Compliance Audit Committee Meeting”;

    AND THAT Council acknowledge that the municipal costs associated with the June 1, 2023 meeting of the Grey County Compliance Audit Committee totaled $14,134.61;

    AND THAT, for the purposes of providing clear and transparent information to the public, it is acknowledged that the decision of the June 1, 2023 meeting of the Grey County Compliance Audit Committee was to not commence a legal proceeding against Mr. Stooke “the Contributor” for an apparent contravention of the Municipal Elections Act.

    THAT Council receive Staff Report FAF.23.129, entitled “Renaming of the Craigleith Depot”;

    AND THAT Council authorize staff to proceed with a Public Meeting to consider the renaming of the existing “Craigleith Deport” to the “Craigleith Station” as per the Town’s Naming and Renaming Parks, Trails and Facilities Policy.

    THAT Council receive Staff Report FAF.23.124, entitled “Rural Economic Development Program Agreement – Open Fields Grant”;

    AND THAT Council approve the authorization for the Mayor and Clerk to execute the contribution agreement.

    Option 1: Initiate the steps to enrol the Head of Council only, and no other members of Council in the OMERS Pension Plan; or

    Option 2: Initiate the steps to enrol all Council members in the OMERS Pension Plan (including the Head of Council); or

    Option 3: Remain status quo and not enrol Council or the Head of Council in the OMERS Pension Plan.

    AND THAT Council acknowledges that the Town’s Facebook page will only be monitored and that questions and comments will only be responded to during regular business hours, being Monday to Friday from 8:30 a.m. to 4:30 p.m.

    OR THAT Council grant relief from the provisions of the Noise By-law for a wedding on Saturday, September 16, 2023 at 152 Arthur Taylor Lane, with a DJ playing amplified music from 2:00 p.m. to 1:00 a.m.
