We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of September 25, 2023 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2022-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of September 11, 2023, be adopted as circulated, including any revisions to be made.

NOTE: In accordance with the Town Procedural By-law 2022-76 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report FAF.23.141, entitled “Financial Update – July and August 2023” for information purposes.

    THAT Council receive Staff Report FAF.23.131, entitled “Marsh Street Centre Loan Agreement Extension”;

    AND THAT Council authorize the Mayor and Clerk to execute the required agreement, the terms and conditions as approved by the CAO and Acting Director of Finance/Treasurer to extend the term of the current loan agreement between the Town of The Blue Mountains and the Marsh Street Centre, to December 31, 2026.

    THAT Council receive Staff Report FAF.23.138, entitled “2024 Holidays Observed and Town Hall Holiday Closure”;

    AND THAT Council authorize the Holiday Closure of Town Hall from noon on Tuesday, December 24, 2024, to reopen on Thursday, January 2, 2025, at 8:30 a.m.

    THAT Council receive Staff Report FAF.23.057, entitled “2024 Council and Committee of the Whole Meeting Schedule”;

    AND THAT Council approve Option #1 as the 2024 Council and Committee of the Whole schedule as attached to Staff Report FAF.23.057.

    THAT Council of the Town of The Blue Mountains receives for information the following recommendations from the Agricultural Advisory Committee dated September 14, 2023:

    THAT the Agricultural Advisory Committee requests Council to allow the Agricultural Committee to work with the Communications Department to development educational signage in the agricultural areas, including agricultural related Share the Road Signs.

    AND THAT Council of the Town of The Blue Mountains directs staff to allow the Agricultural Advisory Committee to work with the Communications Department to development educational signage in the agricultural areas, including agricultural related Share the Road Signs.
