We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of June 10, 2024 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of May 21, 2024, be adopted as circulated, including any revisions to be made.

NOTE: In accordance with the Town Procedural By-law 2023-62 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report FAF.24.077, entitled “Grey Road Intersection Update”;

    AND THAT Council receive the April 24, 2024 correspondence from Grey County Transportation;

    AND THAT Council direct staff to forward the correspondence to the Town’s Agricultural Advisory Committee for their information.

    THAT Council receive Staff Report FAF.24.063, entitled “Recommendation for Budget Pitch Day”;

    AND THAT Council directs staff to proceed with scheduling a budget Pitch Day as part of the 2025 budget process.

    THAT Council receive Staff Report FAF.24.056, entitled “2024 Tax Rates”;

    AND THAT Council enact a By-law to establish tax rates to raise the levy required for 2024 local Municipal, County and Education purposes, and to provide for penalty and interest in default of payment thereof.

    THAT Council receive Staff Report FAF.24.018, entitled “2023 Treasurer Statement”;

    AND THAT Council approve the 2023 Treasurer’s Statement and post it on the Town’s website and make it available to the Minister of Municipal Affairs upon request.

    THAT Council receive Staff Report FAF.24.072, entitled “Asset Management Plan Update” for information purposes.

    THAT Council receive Staff Report FAF.24.075 entitled “Update to the Accountability and Transparency of Town Actions to the Public Policy, POL.COR.07.01;”

    AND THAT Council direct staff to schedule a Public Meeting to receive comments on the draft corporate policy, “Accountability and Transparency of Town Actions to the Public Policy” as attached to this staff report.

    AND THAT Council enact a By-law to Levy a Special Charge upon Rateable Property in the Thornbury Business Improvement Area.

    THAT Council receive Staff Report CSOPS.24.045, entitled “Blue Mountain Resort Pumphouse Lease”;

    AND THAT Council authorize the Mayor and Clerk to execute the agreement between the Town of The Blue Mountains and Blue Mountain Resorts LP for the continued use of the pumphouse located at Northwinds Beach.
