We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Council minutes of April 15, 2024 and Special Meeting of Council minutes of April 29, 2024 be adopted as circulated, including any revisions to be made.

This information may be posted on the Town’s website and/or made available to the public upon request.

NOTE: In accordance with the Town Procedural By-law 2023-62 any person may provide comments during the Public Comment Period at a Council Meeting, regarding Town matters. Each person providing comments during a Public Comment Period shall be limited to not more than three minutes. The Clerk or a countdown clock shall alert the speaker when they have one minute remaining to address Council. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting.  If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council of the Town of The Blue Mountains receives the Committee and Board minutes included on the May 13, 2024 Council Agenda, for information, less any items pulled for separate discussion.

    THAT, it is acknowledged that Mayor Matrosovs, and Councillors Ardiel, Maxwell and Hope, of the Town of The Blue Mountains, will be attending the Grey County Warden's Forum on June 20, 2024;


    AND THAT, in accordance with the provisions of the Town Procedural By-law 2023-62, it is not intended that a meeting of Council shall automatically occur because a quorum of the members is present at the event, and Council confirms that while attending the Grey County Warden's Forum, Council will not deal with any matter that materially advances the business or decision making of Council.

    THAT, it is acknowledged that Mayor Matrosovs, and Councillors Ardiel, Maxwell and McKinlay, of the Town of The Blue Mountains, will be attending the Ontario Ministry of Agriculture and Rural Affairs (OMAFRA) Teeny Tiny Summit on May 28, 2024;


    AND THAT, in accordance with the provisions of the Town Procedural By-law 2023-62, it is not intended that a meeting of Council shall automatically occur because a quorum of the members is present at the event, and Council confirms that while attending the Ontario Ministry of Agriculture and Rural Affairs (OMAFRA) Teeny Tiny Summit, Council will not deal with any matter that materially advances the business or decision making of Council.

    THAT, effective May 16, 2024 _______ is appointed to The Town of The Blue Mountains Committee of Adjustment for the balance of the 2022 to 2026 term of Council.

    THAT Council receive Staff Report CSOPS.24.038, entitled “Youth Climate Action Fund Grant Acceptance”;

    AND THAT the Mayor and Clerk are authorized to execute a Grant Agreement between the Youth Climate Action Fund as represented by Rockefeller Philanthropy Advisors and The Corporation of The Town of The Blue Mountains to receive $50,000 USD for administration and disbursement of funding for youth-led climate action projects;

    AND THAT the Mayor and Clerk are authorized to execute an additional Grant Agreement between the Youth Climate Action Fund and The Corporation of the Town of The Blue Mountains to receive the additional $100,000 USD of YCAF funding, in the event the $50,000 USD allocation is distributed to eligible projects by September 30, 2024 and if a new Grant Agreement is required.

    THAT By-law No. 2024-36, being a By-law to amend Zoning By-law 2018-65 by rezoning the lands described municipally at 150 & 160 King Street from Commercial One (C1) Zone to the Commercial One - Holding 48 (C1-H48) Zone, be hereby enacted as passed this 13th day of May, 2024.

    THAT By-law No. 2024-37, being a By-law to amend Zoning By-law 2018-65 by removing the Holding (h2) symbol from a portion of those lands known as Part Lot 7, Concession 5, be hereby enacted as passed this 13th day of May, 2024.

    THAT By-law 2024-38, being a By-law to amend Zoning By-law 2018-65 by changing the zoning symbols for the lands legally described as Part of Lots 35 and 36, Concession 10, from the Development (D), Development-Holding 40 (D-h40) and Hazard-Holding 39 (H-h39) to Residential One- Holding 46 (R1-1-h46), Open Space-Holding 46 (OS-h46) and Hazard-Holding 39 (H-h39) Zones, be hereby enacted as passed this 13th day of May, 2024.

Deputy Mayor Bordignon provided the Notice of Motion at the April 15, 2024 Council Meeting. In accordance with Procedural By-law 2023-62 the motion requires a mover and seconder to be put before Council.

    WHEREAS the Town of The Blue Mountains (the “Town”) has established a Community Improvement Plan (“CIP”) to facilitate and encourage Town-wide revitalization and community development. The purpose of this Plan is to provide the Town with a long-term strategy to encourage and facilitate ongoing Town-wide revitalization. Some programs established by this Plan specifically focus on the three commercial core areas of Thornbury, Clarksburg and Craigleith, as well as the Bruce Street / Marsh Street Corridor, as shown on the Town’s Official Plan;


    AND WHEREAS this Plan applies only to the geographic area designated by a by-law of the Town as the Community Improvement Project Area (“CIPA”), in accordance with Section 28 of the Planning Act. The programs under this Plan can only be applied within the designated CIPA. The CIPA is established via a by-law of Council and is administered separately from this Plan in order to permit modifications without the need to amend this Plan. Council may choose to modify the Community Improvement Project Area By-law by amending it or passing another by-law to replace it;


    THAT Council direct staff to bring a staff report to a future Committee of the Whole meeting with options that could expand the Community Improvement Plan (“CIP”) to include other businesses outside of the three commercial core and allow more rural or agriculture businesses to apply.

Councillor Maxwell provided the Notice of Motion at the April 15, 2024 Council Meeting. In accordance with Procedural By-law 2023-63 the motion requires a mover and seconder to be put before Council.

    WHEREAS the Town of The Blue Mountains has a rich history reflected in its natural landscapes, built environment, and cultural traditions that have shaped the community’s identity over generations;


    AND WHEREAS this historical heritage, along with vital agricultural lands and our natural landscapes have continually contributed to the economic vitality and sustainability of the municipality; 

    AND WHEREAS engaging the community in the preservation of these assets is imperative to their stewardship for the benefit of present and future generations;


    NOW THEREFORE BE IT RESOLVED that Council of the Town of The Blue Mountains directs municipal staff to develop and disseminate information and communication tools and methodologies to residents who are interested in to actively participating in the preservation of our natural, built environment, cultural, and vital agricultural assets


    AND FURTHER that Council of the Town of The Blue Mountains also supports the establishment of a Municipal Heritage Task Force prior to assist in the development of the Terms of Reference for the Municipal Heritage  Advisory Committee  that will follow shortly after, as outlined in the Official Plan, to enhance these public engagement efforts and guide our preservation strategies.

Councillor McKinlay provided the following Notice of Motion at the April 29, 2024 Committee of the Whole Meeting. In accordance with By-law 2023-62 the motion requires a mover and seconder to be put before Council.

    WHEREAS since 2020 the Town has subsidized flower watering and maintenance for the Thornbury Business Improvement Area (BIA) and the Clarksburg Village Association (CVA) through taxation;

    AND WHEREAS due to the economic environment we are all currently experiencing, to keep additional levees down as well as taxation that Council directs staff to continue to provide annual flower watering and maintenance at no charge to these two associations listed above;

    AND THAT for the 2024 budget the services above be covered by the working capital reserve.

Councillor Maxwell provided the Notice of Motion at the April 30, 2024 Council Meeting. In accordance with Procedural By-law 2023-63 the motion requires a mover and seconder to be put before Council.

    WHEREAS the Town of The Blue Mountains is one of the fastest growing municipalities in Canada and with this growth comes the increased need for development related services; 

    THEREFORE BE IT RESOLVED THAT the Town of The Blue Mountains Council directs pertinent staff to investigate ways to reduce the number of Minor Variance Applications.

Note: Councillor Hope provided the following Notice of Motion at the April 30, 2024 Committee of the Whole Meeting. In accordance with By-law 2023-62 the Notice of Motion requires a mover and seconder to be put before Council.

    WHEREAS the pristine, clean, clear, sparkling waters and pine-strewn shoreline of Georgian Bay are critical to the health, well-being and economic welfare of the residents and visitors to the Town of The Blue Mountains;

    AND WHEREAS the Town of The Blue Mountains is not willing to risk its unique ecosystem and economy for a project that may create unintended consequences for questionable gain;

    BE IT RESOLVED that the Town of The Blue Mountains is strongly OPPOSED to the TCE Pumped Storage Project.
