We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

    THAT Council of the Town of The Blue Mountains receives the deputation of Jenifer Glover, regarding 20 Alice Street East, Thornbury proposal application to convert Singe Dwelling to 11 Unit Apartments;

NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT By-law No. 2021-13 being a By-law to amend By-law 2003-11, being a By-law to regulate the placing, standing, stopping or parking of an object or vehicle on highways within the Town of The Blue Mountains, to include additional highways to be a part of Schedule "E" be passed this 27th day of January, 2021.

NOTE:  At the January 12, 2021 Committee of the Whole meeting, Mayor Soever provided the following Notice of Motion to be considered by Council at the January 27, 2021 Council Meeting.   This Notice of Motion requires a mover and a seconder for the Motion to be put before Council.

    WHEREAS it is in the best interests of all the residents of Grey County to ensure that all parts of the county are properly and fully assessed, so as to be able to provide ratepayers with the lowest possible tax rate both at the local and County level; and,

    WHEREAS a preliminary analysis of data for the last 5 years comparing the value of building permits to supplementary assessment shows a wide range of values between the various lower tier municipalities indicating that some lower tier municipalities are not capturing the full value of new builds; and,

    WHEREAS the County CAO has advised that "the County has in the past, in consultation with the Local Treasurers, initiated third-party audits of the tax roll and this is something that can be done again to complement and/or enhance local efforts"; 

    IT IS RESOLVED THAT the Council of the Town of The Blue Mountains endorses a County audit of the tax rolls of all the Lower Tier Municipalities in order to ensure that all assessment within Grey County is up to date and properly recorded; and,

    THAT a copy of this resolution be sent to all of the Lower Tier Municipalities and Grey County seeking their support; and,

    THAT a copy of this resolution be sent to the Minister of Finance and the Minister of Municipal Affairs and Housing, and MPAC for their information.

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to a proposed or pending acquisition of land by the municipality or local board, and with regarding to the municipality's inventory of land.
