We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of November 29, 2022 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2022-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of November 1, 2022 be adopted as circulated, including any revisions to be made.

    THAT Council receive Staff Report FAF.22.162, entitled “Pre-Approval of Funding within the 2023 Budget to Initiate a Municipal Service Delivery Review and Human Resources Master Plan”;

    AND THAT Council provide pre-approval in advance of the 2023 Budget deliberations to complete a Municipal Service Delivery Review and Human Resources Master Plan that was identified in the 2022 Approved Budget as a 2023 Capital Project.

    THAT Council receive Staff Report FAF.22.167, entitled “Victoria Street Water Tower Design Considerations”;

    AND THAT Council directs staff to proceed with option ___ as provided in Staff Report FAF.22.167.

    AND THAT Council directs staff to proceed with a white coating with “Thornbury” and “The Blue Mountains” lettering as depicted in Option #1 from Category #1.

    AND THAT Council directs staff to proceed with a public survey to gauge community support for any one, or combination, of the following design categories: Solid Colour Designs, Colour Block Designs, Detailed Designs.

    THAT with respect to Staff Report PDS.22.126 entitled "Recommendation Report - Abbotts Plan of Subdivision and Zoning By-law Amendment" Council of the Town of The Blue Mountains enact a By-law so as to rezone a portion of the Bay Street West Road Allowance from the Residential ‘R1-1’ Zone to the Open Space ‘OS’ Zone.
