    THAT the Agenda of November 2, 2020 be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

This information may be posted on the Town’s website and/or made available to the public upon request.

NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to the receiving of advice that is subject to solicitor/client privilege, including communications necessary for that purpose; litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board, and with regard to a short term accommodation matter.

    THAT Council receive Staff Report FAF.20.176 entitled “Mandatory Face Covering By-law”;

    AND THAT Council enact By-law 2020-XX, being a By-law to require mandatory face coverings in indoor and enclosed spaces accessible to the public in the Town of The Blue Mountains, this 2nd day of November 2020.

    AND THAT Council acknowledge that this By-law is being passed on limited public notice in accordance with the Emergency Provision of the Town’s ‘Provision of Notice and Manner of Giving Notice to the Public Policy’ (POL.COR.07.03), insofar as this By-law is deemed to be of an urgent and time-sensitive nature which could affect the health and well-being of residents of the Town, and further that the Town has declared a state of emergency in response to the COVID-19 pandemic.

    AND THAT Council approve funding to an upset limit of $310,000.00 to provide education and communication; enforcement of the Face Covering By-law; and general by-law enforcement during COVID-19

    THAT Council receive Staff Report CSOPS.20.065, entitled “Remembrance Day Noise By-law Relief and Temporary Road Closure;

    AND THAT Council provide relief to the noise by-law on Remembrance Day, November 11, 2020, from 10:00a.m. until noon at 229 Bruce Street, Thornbury;

    AND THAT Council provide relief to the noise by-law on Remembrance Day, November 11, 2020, from noon until 2:00p.m. at 628299 Grey Road 119, Ravenna;

    AND THAT Council approve the temporary road closure of Bruce Street South from the intersection of Bruce Street South and Marsh Street southwest to the intersection of Duncan Street East/West, and Duncan Street East from the intersection of Duncan Street East/West southeast to Russell Street West, allowing access for local traffic only from 8:00a.m. until 1:00p.m.

    THAT Council receive Staff Report FAF.20.179, entitled “Proposed Grants and Donations Committee Composition Change and Appointment to the Committee”;

    AND THAT Council approve changing the composition of the Grants and Donations Committee from 5 members, being two members of Council and three members of the public, to 7 members, being two members of Council and five members of the public;

    AND THAT Council appoints (3 individuals) as public members to the Grants and Donations Committee for the balance of the 2018 to 2022 Term of Council.

Re: Volunteer Recognition Event (verbal)

    THAT Council of the Town of The Blue Mountains appoints the following Council Members (3) as a Subcommittee of Council to develop award categories and criteria for selection for the Town of The Blue Mountains Volunteer Recognition Event.

    THAT Council of the Town of The Blue Mountains directs the Town Clerk to reschedule the January 25, 2021 Council Meeting, and January 26, 2021 Committee of the Whole Meeting, to January 27, 2021, (Council 9:00 am, Committee of the Whole at 1:00 pm or immediately following the Council Meeting) due to the Rural Ontario Municipal Association conference scheduled for January 25 and 26, 2021.

    THAT By-law No. 2020-64 being a By-law to require mandatory face coverings in indoor and enclosed spaces accessible to the public within the Town of The Blue Mountains be passed this 2nd day of November, 2020.
