    THAT Council receive Staff Report FAF.20.177, entitled “Update to By-law 2012-65 being a By-law to Establish and Regulate a Fire Department”;

    AND THAT Council direct staff to initiate the public consultation process to receive input regarding a draft By-law to Establish and Regulate a Fire Department to replace the current By-law to Establish and Regulate a Fire Department 2012-65.

    THAT Council receive Staff Report FAF.20.174, entitled “Follow-up to Local Media Review and 2021 Budget Request”;

    AND THAT Council acknowledge receipt of the findings of the 2020 Local Media Review, as identified in staff report FAF.20.148, which is linked in the body of this report, and provided as Attachment 1 and approve the September 28, 2020 Community Communications Advisory Committee recommendation, being:

    THAT the Community Communications Advisory Committee receive Staff Report FAF.20.148, entitled “Local Media Review”;

    AND THAT the Community Communications Advisory Committee recommends to Council that:

    • Newspaper and online newspaper advertisements be the primary form of paid advertising used by the Town;
    • When placing newspaper advertisements that the publications Collingwood Connection (to satisfy legislative requirements), and The Blue Mountain Review, as appropriate, be utilized;
    • When placing online newspaper advertisements, that Collingwood Today be utilized;
    • Staff should be encouraged to use radio advertisements on an as-needed basis on the following stations:
      • 1 The Peak FM;
      • 560 CFOS AM;

    AND THAT the Community Communications Advisory Committees recommends that the Town enters into contract negotiations with the selected media providers;

    AND THAT the Community Communications Advisory Committees recommends to Council that additional paid advertising funds be allocated in the 2021 budget based upon the level of financial need as suggested by staff through the contract negotiations, CARRIED.

    AND THAT, with respect to the Town’s advertising budget, Council approve the following additional advertising costs in the 2021 Draft Budget for Council’s consideration:

    • Blue Mountain Review: $21,600
    • Collingwood Today: $12,000

    THAT Council receive Staff Report FAF.20.166 entitled “Sidewalk Asset Management”;

    AND THAT Council approve the Sidewalk Asset Management Plan as attached.

    THAT Council receive Staff Report FAF.20.154, entitled “Ontario Provincial Police Contract Renewal”;

    AND THAT, subject to review and approval by the Town’s CAO, Director of Legal Services and the Director of Finance and IT Services, Council authorize the Mayor and Clerk to enter in to a new contract with the Ontario Provincial Police for policing service as outlined in the “OPP 2021 Annual Billing Statement;

    AND THAT such contract be in the form as per Appendix “A” to Report FAF.20.154 and the term of the contract be for a period of six (6) years, beginning January 1, 2021.

    THAT Council receive Staff Report FAF.20.092, entitled “Approval of Capital Projects Communications Assistant”;

    AND THAT Council authorize staff to proceed with the hiring of a Capital Projects Communications Assistant as outlined in the 2020 Approved Budget.

    THAT Council receive Staff Report FAF.20.164, entitled “Committees of Council Terms of Reference Housekeeping Matters”;

    AND THAT Council invite written comments regarding the revised Terms of Reference through the Committee Chair on behalf of the Committee, for circulation at the December 1, 2020 Committee of the Whole meeting;

    AND THAT, with respect to the Agricultural Advisory Committee Terms of Reference, Council endorses the Mandate as included in Attachment 1a, which was updated to provide clarity and align with the October 6, 2020 Integrity Commissioner Opinion and requests staff to provide the same to the Agricultural Advisory Committee for their approval;

    AND THAT, with respect to the Council Compensation Review Committee, Council endorses the change from the Director of Human Resources acting as Chair to the Mayor, or Deputy Mayor as designate in a non-voting capacity;

    AND THAT, with respect to the Sustainability Advisory Committee Terms of Reference, Council endorses the removal of the headings for Resource Requirements, Task Force/Working Groups and Reporting Structure Headings which were previously added by Committee members, understanding that resource requirements have been identified and approved for the Committee, and the Sub-Committee heading has been made more robust to provide clarity to sub-committee work and alleviate the need for Task Forces and Working Groups and requests staff to provide the same to the Sustainability Advisory Committee for their approval;

    AND THAT, where a Committee is developing a Plan (Community Communications Advisory Committee, Economic Development Advisory Committee, Joint Municipal Physician Recruitment and Retention Committee, Sustainability Advisory Committee, and Transportation Committee) Council directs the staff lead for the Committee to ensure the Plan provides a recommendation regarding the continued relevance and any suggested composition changes by no later than Quarter 2 of 2022;

    AND THAT, where a Committee is not in the process of developing a Plan (Agricultural Advisory Committee, Council Compensation Review Committee, Grants and Donations Committee) Council requests staff and Committee members to undertake a review of the Committees’ respective compositions and relevance for Council consideration no later than Quarter 2 of 2022;

    AND THAT Council endorse the Committee of Council Terms of Reference template included as Attachment 3;

    AND THAT Council direct staff to bring back all relevant Committee Terms of Reference documents to the December 1, 2020 Committee of the Whole meeting for approval of revised Terms of Reference documents.

    THAT Council receive Staff Report CSOPS.20.054, entitled “Thornbury West Drainage and Development Follow Up” for their information and be considered a formal follow up to the deputation provided by Ms. Porter.

    THAT Council receive Staff Report CSOPS.20.058, entitled “Winter Maintenance Contract Extensions and Equipment Needs”;

    AND THAT Council endorse Option #1 and direct Staff to extend the three, six-month snow plow Operator contracts to the end of the 2023 winter season;

    AND THAT Council directs Staff to bring forward a Capital budget sheet for consideration in the 2022 budget deliberation process for vehicle replacements to allow for winter maintenance activities.

    AND THAT Council enact a Zoning By-law Amendment to remove the Holding ‘-h’ Symbol in its entirety from those lands described as Part Block 38 16M-42 also known as Windfall Phase 4B.

    THAT Council receive Staff Report PDS.20.98, entitled “Windfall Phase 4B Part Lot Control By-law”;

    AND THAT Council enact a By-law so as to remove lots 2, 3, 4, 5, 6, 11, 12, 13, 14, 19, 20, 21, 28, 29, 30, 31, 32, 37, 38, 39 and 40 on Registered Plan 16M-XX from Part-Lot Control for a temporary period of two (2) years.

    THAT Council receive Staff Report PDS.20.99, entitled “Towns of Thornbury – Removal of Holding (-h33) Symbol”;

    AND THAT Council enact a Zoning By-law Amendment to remove the Holding ‘-h33’ Symbol for the property known as Part 4, RP 16R-1213, Part of Park Lot 10, southwest side of Louisa Street, Town Plot of Thornbury.
