We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of November 25, 2020 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

NOTE:  In accordance with the Town Procedural By-law 2019-56 Ten minutes allotted at the beginning and end of each of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda.  Comments may be provided regarding staff recommendations contained in staff reports that are a follow-up to a Public Meeting, it being noted that the commenting period has ended.

NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

  • Recommended (Move, Second)

    THAT Council receive Staff Report FAF.20.195 entitled “Mandatory Face Covering By-law”;

    AND THAT Council endorse By-law 2020-XX, being a By-law to require mandatory face coverings in indoor and enclosed spaces accessible to the public in the Town of The Blue Mountains;

    AND THAT Council direct staff to bring this By-law to the December 14, 2020 meeting of Council for enactment and coming into force;

    AND THAT Council acknowledge that this By-law is being passed on revised public notice in accordance with the Emergency Provision of the Town’s ‘Provision of Notice and Manner of Giving Notice to the Public Policy’ (POL.COR.07.03), insofar as this By-law is deemed to be of an urgent and time-sensitive nature which could affect the health and well-being of residents of the Town, and further that the Town has declared a state of emergency in response to the COVID-19 pandemic;

    AND THAT Council acknowledges receipt of the November 20, Community Communications Advisory Committee motion as follows:

    THAT with respect to Phase 2 and 3 of the Communications Plan for the Mandatory Face Coverings By-law, as outlined in staff report FAF.20.187, the Community Communications Advisory Committee endorses the Plan in principle and provides the following recommendations:

    • Removal of GTA Market Radio Advertising;
    • Greater emphasis on roadside signs, reader signs, and billboards at the major entry points to the Town of The Blue Mountains and high traffic areas throughout the Town;

    AND THAT with respect to Phases 2 and 3, the Committee requests Council direct staff to re-evaluate the tactics and costs associated with this communication effort on a monthly basis to ensure effectiveness of communication, and provide recommended Plan amendments to Council on an as-needed basis;

    AND THAT the Committee requests this recommendation be provided to Council at the November 25, 2020 Special Committee of the Whole meeting;

    AND THAT Council approves Phase 2 of the Communications Plan in the amount of $12,000 as outlined in attachment xx of this report;

    AND THAT Council approved Phase 3 of the Communications Plan in the amount of $6,380 per month as outlined in attachment xx of this report;

    AND THAT Council directs staff to re-evaluate the tactics and costs associated with this communication effort on a monthly basis to ensure the effectiveness of communication, and provide recommended Plan amendments to Council on an as-needed basis;

    AND THAT Council approve an upset limit of $75,000.00 to hire two 6-month contract Municipal Law Enforcement Officers to provide education and communication; enforcement of the Face Covering By-law; and general by-law enforcement during COVID-19.
