We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of March 14, 2023 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2022-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of February 21, 2023 be adopted as circulated, including any revisions to be made.

NOTE: In accordance with the Town Procedural By-law 2022-76 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report CSOPS.23.011, entitled “Craigleith WWTP Sewage Pumping Station Class EA PIC 2 Follow-up and Notice of Completion for their information”;

    AND THAT Council endorse Alternative C as the preferred option to address the 300mm jumper sewer. This includes a new trunk gravity sewer on Long Point Road and new pumping station located at the Craigleith Wastewater Treatment Plant;

    AND THAT Council endorse Alternative B as the preferred option to address the septic and leachate receiving station. This includes relocating the septic and receiving station to the Craigleith Wastewater Treatment Plant;

    AND THAT Council approve the issuance of the “Notice of Completion” for the 30-day review for the Craigleith WWTP Sewage Pumping Station Class EA.

    THAT Council receive Staff Report PDS.23.029, entitled “Grey Sauble Conservation Authority Programs and Services Inventory Consultation”;

    AND THAT Council direct staff to negotiate the necessary agreements for the delivery of programs and services by the Grey Sauble Conservation Authority in the Town of The Blue Mountains and in accordance with Ontario Regulation 687/21

    THAT Council receive Staff Report PDS.23.016, entitled “2023 Municipal Tree By-Law Update and Public Meeting Request”;

    AND THAT Council direct Staff to proceed with an additional Public Meeting being the third of this project to receive comment/feedback on prospective options for the review of Municipal Tree Preservation By-law 2010-68

    AND THAT Council acknowledge that in accordance with the typical Public Meeting practice, there will be no consideration by Council of any recommendation to approve revisions to the current Municipal Tree Preservation By-law 2010-68 By law at the proposed Public Meeting.

    THAT Council receive Staff Report PDS.23.024, entitled “Short Term Accommodations – Options for Official Plan Amendment”;

    AND THAT Council direct Staff to initiate the Planning Act process to consider an Official Plan Amendment to Section “B2.5 Short Term Accommodations” of the Official Plan in order to further restrict the potential to add new Short Term Accommodation units outside of the current exception area.

    THAT Council receive Staff Report PDS.23.003, entitled “Recommendation Report – Proposed Official Plan and Zoning By-Law Amendment (P2619 Bayou Cable Park)”;

    AND THAT Council REFUSE applications for an Official Plan Amendment and Zoning By-law Amendment seeking approvals to permit a Water Ski Wakeboard Cable Park.
