We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    AND THAT Council acknowledge Gallagher Benefit Services Group (Canada) Inc. as the successful proponent to undertake a Compensation and Pay Equity review of the Town’s non-union salary grid.

    AND THAT Council enact a By-law to Levy a Special Charge upon Rateable Property in the Thornbury Business Improvement Area.

    AND THAT Council endorse the Community Safety and Well-Being Plan Municipal Agreement between the Corporation of the County of Grey and the Corporation of Bruce and the fifteen other participating lower tier municipalities;

    AND THAT Council authorize the Mayor and Clerk to execute the Community Safety and Well-Being Plan Municipal Agreement.

    THAT Council receive Staff Report FAF.21.100, entitled “Fire Protection Agreement with Clearview Township”;

    AND THAT the Fire Protection and Prevention Act, Chapter 4, Statutes of Ontario, 1997, authorizes a municipality to provide and/or receive Fire Protection Services to or from other Municipalities;

    AND THAT Council authorize staff to enter into a Fire Protection Agreement on behalf of The Town of The Blue Mountains;

    AND THAT Council authorize the Town Clerk and Mayor to execute the Fire Protection Agreement on behalf of the Town of The Blue Mountains with the Township of Clearview as attached to Staff Report FAF.21.100.

    THAT Council receive Staff Report FAF.21.118, entitled “Plan 529 Issues and Options”;

    AND THAT Council direct Staff to pursue Option ____ as outlined in this report;

    AND THAT Council approve an upset budget of $2,500.00 to increased signage and communications as outlined in this report.

    THAT Council receive Staff Report FAF.21.115, entitled “Blue Mountain Resort – 115 Gord Canning Drive (P1) or 110 Jozo Weider Blvd. (P3) – Noise By-law Relief Request”;

    AND THAT Council grant relief from the provisions of the Noise By-law for a series of parking lot drive-in concerts “Country Cares 2.0” benefitting Unison Benevolent Fund be proposed to take place on the following dates;

    • Friday July 9th, 2021 from 6:00 p.m. to 11:00 p.m. and
    • Saturday July 10th, 2021 from 1:00 p.m. to 5:00 p.m. and 6:00 p.m. to 11:00 p.m. at Blue Mountain Resort.

      The event location will either be at 115 Gord Canning Drive (Parking Lot 1) or 110 Jozo Weider Blvd. (Parking Lot 3), depending on attendance numbers.

    AND THAT Council directs staff to include a budget item in the 2022 budget to survey all Town owned waterfront properties that do not have current surveys;

    AND THAT Council directs staff to address all encroachments on Town owned waterfront properties;

    AND THAT Council directs staff to conduct a multi-use community hub facility study with funds that were approved in the 2021 budget process.

    AND THAT Council receive the Victoria and Louisa Streets Area Reconstruction Traffic Study, Attachment 1;

    AND THAT Council direct Staff to initiate a public process for the stop-up and closure of Beaver Street between Victoria Street and Louisa Street as shown on Attachment #2;

    AND THAT Council direct Staff to add the reconstruction of Beaver Street between Victoria Street and Alice Street and Louisa Street between Victoria Street and Beaver Street to the Thornbury West Phase 1 Reconstruction Project;

    AND THAT Council increase the Thornbury West Road Reconstruction project budget by $1,130,000 to fund the additional works.

    THAT Council receive Staff Report CSOPS.21.043, entitled “Request Budget Increase for Engineering Services for Peel Street Sewage Pumping Station Upgrades”;

    AND THAT Council Approve a budget increase of $15,000 for the Engineering Services to Tatham Engineering Limited for the upgrades of the Peel Street Sewage Pumping Station, to be funded from the Wastewater Asset Replacement Reserve Fund.

    THAT Council receive Staff Report CSOPS.21.046, entitled “Community Services and By-law Enforcement Staffing 3rd Quarter Update - COVID-19 Related”;

    AND THAT Council approve 3rd quarter funding to an upset limit of $71,000.00 to maintain the service levels in response to COVID-19 as previously approved for the 2nd quarter.

    AND THAT Council direct staff to bring a report to the August 24th Committee of the Whole meeting to report on 3rd quarter activities including 4th quarter operational and resource considerations.

    THAT Council receive Staff Report PDS.21.057, entitled “Recommendation Report – Request for Municipal Concurrence for a Telecommunication Tower – 397323 11th Line (P2968)”;

    AND THAT Council support the concurrence and installation of the proposed mono-pole telecommunication tower facility and forward the following comments to ISED Canada for their consideration:

    1. That the applicant prepares an Environmental Impact Study demonstrating no negative impact on the Significant Woodlands, to the satisfaction of the Grey Sauble Conservation Authority;

    2. That, prior to installation, the applicant provides a letter to the Town of The Blue Mountains Planning and Development Services Department agreeing to completely dismantle and remove the facility from the subject lands upon termination of its use;

    3. That the applicant provides one (1) set of scaled engineering drawings, stamped and certified by a professional engineer, of the proposed support structure indicating the construction specifications to the Town of The Blue Mountains Planning and Development Services Department;

    4. That the applicant obtain an Entrance Permit from the Town of The Blue Mountains for any new entrances proposed to the site; and

    5. That the applicant obtain a Site Alteration/Fill Permit, in accordance with Municipal By-law 2002-78, as amended, as may be required.

    THAT Council receive Staff Report PDS.21.075, entitled “Recommendation Report – Holding ‘-h3’ Removal – 114 John Street (P3001)”;

    AND THAT Council enact a By-law to remove the Holding ‘-h3’ symbol from those lands legally described as Plan 111, Part Lot 9, Registered Plan 16R-2311, Part 4.

    THAT Council receive Staff Report PDS.21.081, entitled “Follow up to PDS.21.031, Fill Bylaw and Berm Extension Report”;

    AND THAT Council direct staff to pursue Option ___ regarding the request to place fill and extend the Lora Bay Berm;

    AND THAT Council directs staff to prepare the appropriate work to include a Fill Bylaw Update project for Council’s consideration in the 2022 Budget process.
