We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of June 14, 2021 be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

Corporation of the Town of The Blue Mountains wishes to inform the public that all information including opinions, presentations, reports and documentation provided for or at a Public Meeting, Public Consultation, or other Public Process are considered part of the public record. This information may be posted on the Town’s website and/or made available to the public upon request.

NOTE: In accordance with the Town Procedural By-law 2019-56 fifteen minutes allotted at the Council Meeting to receive public comments regarding Town matters.  Comments may be provided regarding staff recommendations contained in staff reports that are a follow-up to a Public Meeting, it being noted that the commenting period has ended.


NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT Council receive Staff Report FAF.21.123, entitled “Website Design Options”;

    AND THAT Council acknowledges at the June 9, 2021 Special Meeting, the Community Communications Advisory Committee selected design option #3 as the preferred website design option with an increased focus on news and headlines;

    AND THAT Council selects design option # _________ as the approved website design option for the new Town of The Blue Mountains municipal website;

    AND THAT Council grants the Chief Administrative Officer final authority to approve the website design based on incorporating feedback from the Community Communications Advisory Committee and Council.

    THAT Council of the Town of The Blue Mountains acknowledges receipt of the resignation of John Milne from the Community Communications Advisory Committee effective June 10, 2021.

    THAT By-law No. 2021-46 being a By-law to amend By-law 2003-11, being a By-law to regulate the placing, standing, stopping or parking of an object or vehicle on highways within the Town of The Blue Mountains, to include additional highways to repeal and replace Schedule "E" and Schedule "F" be passed this 14th day of June, 2021.

    THAT By-law No. 2021-47 being a By-law to amend By-law No. 2018-67, as amended, being a by-law to appoint Municipal Law Enforcement Officers be passed this 14th day of June, 2021.

NOTE:  Councillor Sampson provided the following Notice of Motion at the May 31, 2021 Council Meeting.   In accordance with the Procedural By-law 2019-56, this Notice of Motion requires a mover and a seconder

    WHEREAS the Town of Collingwood has operationalized a program called Canopy Collingwood which is a program aimed at increasing Collingwood’s urban tree canopy on private lands and,

    WHEREAS, under that program, Collingwood residents are provided a financial incentive in the form of a rebate on the cost to purchase up to two eligible native trees from a recognized nursery operation, and this program is 100 percent funded from private donations, and

    WHEREAS the Tree Trust Town of The Blue Mountains was established in July of 2020 with a mandate to look after established, landmark trees in our community, providing residents with a practical way to fight climate change and preserve our natural heritage, and

    WHEREAS Council passed a motion on December 01, 2020 directing staff to provide a report back to Council by the end of Q1 2021 on the recommendations contained in the December 01, 2020 presentation by the TBM Tree Trust, - one in particular being that the Town develop a tree planting plan and incentives for tree planting on residential properties in TBM.

    NOW THEREFORE, Council direct staff to meet with the Blue Mountains Tree Trust to discuss and report back to Council on ways that the Town could support the TBM Tree Trust as it implements its initiatives, including but not limited to the Blue Mountains Tree Trust taking on and administering a Town wide tree canopy expansion program on private and public lands supported primarily by private contributions and government grants,

    AND That Council request staff to return to Council by September 30 2021 with their report.

    THAT with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to:

    1. litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board, and with regard to a Local Planning Appeal Tribunal ("LPAT") matter;
    2. personal matters about an identifiable individual, including Town or local board employees, and with regard to Committee appointments.
