We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of April 24, 2023 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2022-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of April 3, 2023 be adopted as circulated, including any revisions to be made.

Finance, Administration, Legal Services and Fire Services Reports - To be chaired by Deputy Mayor Bordignon

NOTE: In accordance with the Town Procedural By-law 2022-76 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report FAF.23.069, entitled “2023 AMO Delegation Requests”;

    AND THAT Council direct staff to make applications for the following Ministry Delegations typically offered at the annual Association of Municipalities of Ontario (AMO) Conference scheduled for August 20 to August 23, 2023, in London, Ontario:

    • Ministry of Environment and Conservation and Parks to request better coordination of the management of Provincial Parks in The Blue Mountains;
    • Ministry of Municipal Affairs and Housing to discuss the potential for an Attainable Housing Credit System and other incentives to build more attainable homes;
    • Ministry of Agriculture to request the review of land currently identified as Special Agricultural but has not been in production for more than five (5) years and is not considered suitable for Special Agricultural use.

    THAT Council receive Staff Report FAF.23.068, entitled “Continuation of South Georgian Bay Regional Mayors and CAOs Forum and Updated Terms of Reference”;

    AND THAT Council endorse the continuation of the South Georgian Bay Regional Mayors and CAOs Forum and the associated Terms of Reference attached to this report.

    THAT Council receive Staff Report FAF.23.070, entitled “Funding for Council Leadership Initiatives, Conferences and Other Professional Development”;

    AND THAT Council approve the allocation of $30,000 in funding from the Council Reserve to establish a funding source for 2023 that Council may access for leadership initiatives and other professional and personal development opportunities in addition to the conferences permitted through By-law 2020-18.

    THAT Council receive Staff Report FAF.23.053, entitled “Municipal Accommodation Tax and Vacant Homes Tax Update";

    AND THAT Council direct staff to bring forward a report by the end of June 2023 with detailed background information related to the potential implementation of a Municipal Accommodation Tax;

    AND THAT Council direct staff to not proceed with the Vacant Homes Tax for 2024 implementation.

    THAT Council receive Staff Report FAF.23.045, entitled "Updated Town Proclamation List and Revisions to the Flag Protocol and Proclamation Policy ";

    AND THAT Council approves the updated Proclamation List, including the list of additional Days of Recognition as outlined within this report;

    AND THAT Council approves the updates to the Flag Protocol and Proclamation Policy COR.21.01 as attached to this report.

    AND THAT consistent with Procedures for Procurement Policy – POL.COR.07.05. Schedule E Standardization Procurement Procedures of a Particular Product, Service or Support Activity approved by Council;

    AND THAT Council approves Staff Report CSOPS.23.012, “Standardization and Single Sourcing for purchase of Kubota RTV".
