We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of October 26, 2021 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2021-76, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

NOTE:  In accordance with the Town Procedural By-law 2021-76 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting.

NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

Re: Staff Report PDS.21.126 Recommendation Report - Zoning By-law Amendment - 150 Delphi Lane

    THAT Council of The Blue Mountains receives for information the correspondence of October 20, 2021 from Victor Vandergust regarding Staff Report PDS.21.126 Recommendation Report - Zoning By-law Amendment - 150 Delphi Lane and refers the correspondence to Planning and Development Services.

Re: Staff Report PDS.21.111 Assumption of Bannerman, Schoolhouse Court Subdivision

    THAT Council of The Blue Mountains receives for information the correspondence of October 21, 2021 from Catherine Egan regarding Staff Report PDS.21.111 Assumption of Bannerman, Schoolhouse Court Subdivision and refers the correspondence to Planning and Development Services.

    THAT Council receive Staff Report PDS.21.126, entitled “Recommendation Report – Zoning By-Law Amendment – 150 Delphi Lane”;

    AND THAT Council enact a Zoning By-Law to rezone those lands legally described as Concession 5 Part Lot 26 and Reference Plan 16R-9448, being Part 12 from the Development ‘D’ zone to the Residential ‘R1-1’ zone and the Open Space ‘OS’ zone.

    THAT Council receive Staff Report PDS.21.118, entitled “Windfall Phase 5 – Removal of Holding ‘h’ symbol”;

    AND THAT Council enact a Zoning By-law Amendment to remove the Holding ‘-h’ Symbol for Windfall Phase 5 in its entirety.

    THAT Council receive Staff Report PDS.21.127, entitled “Recommendation Report – Part Lot Control By-Law Windfall Phase 5”;

    AND THAT Council enact a Part Lot Control By-Law from those lands described as Lots 17, 18, 24, 25, 37, 38, 42, 43, 49, 50, 53, 54, 62, 63, 68, 69, 73, and 74 of Registered Plan 16M-86 also known as Windfall Phase 5;

    AND THAT the proposed Part-Lot Control By-law be subject to an expiry date of two (2) years from the date of registration.

    THAT Council receive Staff Report PDS.21.111, entitled “Assumption of Bannerman Subdivision”;

    AND THAT the alternative trail alignment described in Attachment 4, be endorsed by Council;

    AND THAT Council enact a By-Law to approve full acceptance and assumption of the public works constructed and installed within Registered Plan of Subdivision 16M-43.,
