We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Special Meeting of Council minutes of January 4, 2021 and the Council minutes of February 22, 2021 be adopted as circulated, including any revisions to be made. 

Under the authority of the Municipal Act, 2001 and in accordance with Ontario’s Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), The Corporation of the Town of The Blue Mountains wishes to inform the public that all information including opinions, presentations, reports and documentation provided for or at a Public Meeting, Public Consultation, or other Public Process are considered part of the public record. This information may be posted on the Town’s website and/or made available to the public upon request.

    AND THAT Council appoint the four public members of the Town of The Blue Mountains’ Committee of Adjustment to serve also as members of the Town’s Property Standards Committee, with three (3) Committee of Adjustment members appointed and serving for each appeal, based on their availability;

    AND THAT Council direct that the Town Clerk and/or the Deputy Clerk be appointed as Secretary to the Property Standards Committee;

    AND THAT Council rescind the current Council member appointments to the Property Standards Committee undertaken on December 17, 2018 and July 13, 2020.

    AND THAT Council enact a Zoning By-law Amendment to add a maximum 350 square metre motor vehicle repair garage with a maximum 300 square metre accessory outdoor storage as permitted uses on a portion of the subject lands.

    THAT the Sustainability Advisory Committee endorses the Knowledge Series Presentation Proposal as presented, and requests staff to facilitate the presentations accordingly;

    AND THAT the Sustainability Advisory Committee requests Council to extend the Knowledge Series Presentation opportunity to all other Committees of Council, members of Council and Town staff in a manner deemed sufficient by the Town Clerk, CARRIED.

    THAT Council of the Town of The Blue Mountains requests that Grey County follow its Grey County Collaboration Framework Procedure approved by resolution CC37-13 on March 5, 2013, and confirmed by By-law 4827-13, as it considers a County-Wide Waste Management Program as  requested by the Municipality of Meaford 

NOTE: Mayor Soever provided the following Notice of Motion at the February 22, 2021 Council Meeting.  This Notice of Motion requires a mover and a seconder for the Motion to be put before Council.

    Whereas Ontario Infrastructure Funds were recently announced at the ROMA Conference by Minister Clark, and;

    Whereas Pretty River Road has been identified as being used highly by cyclists and for many cycling events, and;

    Whereas improving safety and usability of this corridor that links the two municipalities is crucial in the growth of cycling in the Southern Georgian Bay Region;

    Therefore, be it resolved:

    That Council direct staff to develop a joint project between the Municipality of Grey Highlands and the Town of Blue Mountains for the redevelopment of Pretty River Road including improvements to safety, marking and signage, and;

    That funding for the project be applied for jointly with The Blue Mountains through the Ontario Infrastructure Fund.”

    THEREFORE, BE IT RESOLVED THAT:

    That Council direct staff to develop a joint project between the Municipality of Grey Highlands and the Town of Blue Mountains for the redevelopment of Pretty River Road including improvements to safety, marking and signage, and;

    That funding for the project be applied for jointly with Grey Highlands through the Ontario Infrastructure Fund

    ii) litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board, and with regard to an LPAT matter
