We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of May 20, 2025, be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of April 29, 2025, be adopted as circulated, including any revisions to be made.

NOTE: In accordance with the Town Procedural By-law 2023-62 ten minutes is allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report OPS.25.024, entitled “Landfill Scale Emergency Purchase”;

    AND THAT Council approve the supply and installation of scale electronics by Mettler Toledo for $38,956.40 plus a contingency of $5,000 for an upset limit of $43,956.40 plus HST, to replace damaged equipment and upgrade other components in-line with proposed capital equipment improvements.

    THAT Council receive Staff Report OPS.25.020, entitled "Tyrolean Lane and Kandahar Lane Watermain Replacement and Wastewater Servicing Project";

    AND THAT Council direct staff to include the Tyrolean Lane and Kandahar Lane watermain replacement and wastewater servicing project in the Town’s 2028 Capital Budget for consideration;

    AND THAT Council direct staff to evaluate the integration of wastewater servicing, watermain replacement, and urbanization works for Tyrolean Lane and Kandahar Lane as a consolidated project delivery approach.

Re: Seeking Clarification regarding Council's Direction regarding the sale of surplus land on Cameron Street

    AND THAT Council direct staff to execute an Agreement of Purchase and Sale with KD Turner & Family Holdings in the amount of $15,550 for the property described as ‘Part of Lot 26 SW/S Arthur Street, Plan Thornbury’

    THAT Council receive Staff Report PBS.25.032, entitled “Cameron Street Property Purchase”;

    AND THAT Council direct staff to negotiate a direct sale of the land to the owner of 216 Cameron Street in the amount of $720,000.

    THAT Council receive Staff Report PBS.25.033, entitled “Huron and Elma Street Property Purchase”;

    AND THAT Council direct staff to execute an Agreement of Purchase and Sale with Martha & Connor Malloy in the amount of $4,940 for the property described as the ‘Corner of Elma and Huron Street’

    THAT Council receive Staff Report PBS.25.034, entitled “Gordon Street Property Purchase”;

    AND THAT Council direct staff to execute an Agreement of Purchase and Sale with Sean and Emily Rucker and in the amount of $62,000 for the property described as ‘Part of the Property Known as Gordon Street, Plan 547, Town of The Blue Mountains’.

    THAT Council receive Staff Report PBS.25.015, entitled “Recommendation Report – Zoning By-Law Amendment for 808108 24th Sideroad (Spy Cider House and Distillery)”;

    AND THAT Council defer enactment of a By-law to rezone a portion of the subject lands so as to permit an even space as an on-farm diversified use until such time as a site specific Official Plan Amendment or the 2025 Draft Official Plan 5-year Review is approved by the County of Grey.
