We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of October 8, 2024 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of September 17, 2024 be adopted as circulated, including any revisions to be made.

Operations Reports - To be chaired by Councillor Porter

NOTE: In accordance with the Town Procedural By-law 2023-62 Ten minutes are allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

Re: Request for Bus Stop Signage on the 4th Sideroad and 6th Concession

    THAT Council receive Staff Report CSOPS.24.069, entitled “Green Economy Hub Support”;

    AND THAT Council endorse the allocation of $3,500 from the Town’s 2024 sustainability budget to the Collingwood Climate Action Team (CCAT) Green Economy Hub pilot project, which will explore a business model and engage businesses and other organizations in The Blue Mountains alongside other Southern Georgian Bay and Grey County communities.

    THAT Council receive Staff Report CSOPS.24.071, entitled “Georgian Trail Realignment”;

    AND THAT Council approve an increase in budget of $300,000 from $700,000 to $1,000,000 for the Realignment of the Georgian Trail crossing on King’s Highway 26 to Grey Road 2 & King’s Highway 26 intersection;

    AND THAT Council approve the revised funding structure, allocating 50% recovery from Development Charges (DCs) and 50% recovery from the Community Services Asset Replacement Reserve Fund, in accordance with the DC Background Study;

    AND THAT Council authorize the Mayor and Clerk to execute any necessary agreements with the Ontario Ministry of Transportation (MTO) and Housing, Infrastructure and Communities Canada (HICC) (formerly Infrastructure Canada or INFC), as required for the subject works.

    THAT Council receive Staff Report CSOPS.24.041, entitled “Single Source for Intake Chlorine Line”;

    AND THAT Council approve the single source procurement of General Diving Contractors Inc. for the supply and installation of the intake chlorine line
