We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of March 9, 2021 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of February 23, 2021 be adopted as circulated, including any revisions to be made.

With the adoption of the Consent Agenda, all Recommendations found within the staff reports at Agenda items as listed below:

  • B.4.1 Council Statement of Remuneration and Expenses, FAF.21.029
  • B.4.2 Follow Up to Council Direction on TC Energy Project in the Municipality of Meaford, FAF.21.032

are then approved or received by the Committee of the Whole, as noted. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest.

    THAT Council receive Staff Report FAF.21.005, entitled “Council Code of Conduct Follow Up Report”;

    AND THAT Council provide direction to staff on the proposed revisions to the Code of Conduct for Members of Council and Local Boards and Advisory Committees Policy;

    AND THAT Council direct staff to proceed to a Public Meeting on April 19, 2021 to receive comments on the proposed revisions to the Code of Conduct for Members of Council and Local Boards and Advisory Committees Policy.

    THAT Council receive Staff Report FAF.21.045, entitled “Revisions to the Town’s Flag Protocol Policy”;

    AND THAT Council repeal the Town’s existing Flag Protocol Policy POL.COR.15.01 dated November 6, 2017;

    AND THAT Council approve the revised Flag Protocol and Proclamation Policy as presented in this report.

    THAT Council receive Staff Report FAF.21.046, entitled “Community Safety and Well-Being Plan By-law”;

    AND THAT Council approve the By-law to adopt the Bruce Grey Community Safety and Well Plan.

    THAT Council receive Staff Report FAF.21.042, entitled “2022 Municipal Election – Alternative Voting Method & Use of Vote Counting Equipment”;

    AND THAT Council direct the Town Clerk to request input from electors of the Town of The Blue Mountains on their preferred method of voting for the 2022 Municipal Election through a survey posted to the Town website;

    AND THAT Council direct the Town Clerk to provide a followup report to a future Committee of the Whole meeting with the survey results, for Council consideration.

    THAT Council receive Staff Report FAF.21.029 entitled “Council Statement of Remuneration and Expenses” as required under Section 284 of the Municipal Act, 2001, for information purposes.
