We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of June 22, 2021 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2019-56, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

Re: Request for Council Support of a Ministerial Zoning Order for a Continuum of Care Development on Arthur Street in Thornbury

NOTE:  In accordance with the Town Procedural By-law 2019-56 Ten minutes allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda.  Comments may be provided regarding staff recommendations contained in staff reports that are a follow-up to a Public Meeting, it being noted that the commenting period has ended.


NOTE: The Town of The Blue Mountains continues to be in a declared state of emergency, and Council and Committee Meetings continue to be held virtually during this time.  Comments received from the public, that have not been included on the Agenda, will be read at the meeting by the Town Clerk.

    THAT Council receive Staff Report PDS.21.057, entitled “Recommendation Report – Request for Municipal Concurrence for a Telecommunication Tower – 397323 11th Line (P2968)”;

    AND THAT Council support the concurrence and installation of the proposed mono-pole telecommunication tower facility and forward the following comments to ISED Canada for their consideration:

    1. That the applicant prepares an Environmental Impact Study demonstrating no negative impact on the Significant Woodlands, to the satisfaction of the Grey Sauble Conservation Authority;

    2. That, prior to installation, the applicant provides a letter to the Town of The Blue Mountains Planning and Development Services Department agreeing to completely dismantle and remove the facility from the subject lands upon termination of its use;

    3. That the applicant provides one (1) set of scaled engineering drawings, stamped and certified by a professional engineer, of the proposed support structure indicating the construction specifications to the Town of The Blue Mountains Planning and Development Services Department;

    4. That the applicant obtain an Entrance Permit from the Town of The Blue Mountains for any new entrances proposed to the site; and

    5. That the applicant obtain a Site Alteration/Fill Permit, in accordance with Municipal By-law 2002-78, as amended, as may be required.

    THAT Council receive Staff Report PDS.21.075, entitled “Recommendation Report – Holding ‘-h3’ Removal – 114 John Street (P3001)”;

    AND THAT Council enact a By-law to remove the Holding ‘-h3’ symbol from those lands legally described as Plan 111, Part Lot 9, Registered Plan 16R-2311, Part 4.

    THAT Council receive Staff Report PDS.21.081, entitled “Follow up to PDS.21.031, Fill Bylaw and Berm Extension Report”;

    AND THAT Council supports the implementation of Option ___,;

    AND THAT Council directs staff to prepare the appropriate work to include a Fill Bylaw Update project for Council’s consideration in the 2022 Budget process.
