We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of October 29, 2024 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

Re: Comments on staff report CSOPS.24.078 Housing Enabling Water Systems Funding

NOTE: In accordance with the Town Procedural By-law 2023-62 Ten minutes are allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters  that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report CSOPS.24.075, entitled “Thornbury West Phase 1B Reconsideration”;

    AND THAT Council direct Staff to advance the work on Louisa Street between Bruce Street and Elma Street with Road Cross-section 3 as described in Staff Report CSOPS.20.040;

    AND THAT Council direct Staff to advance the work on the Louisa Street Parkette seating area using a sheet pile retaining wall to preserve the mature Town trees at the top of the slope that flanks 46 Bruce Street;

    AND THAT Council direct Staff to advance the project with the 3.5m wide dedicated parking on the south side of Louisa Street as described in CSOPS.20.040 and later selected by Council in CSOPS.20.049.

    THAT Council receive the Staff Report CSOPS.24.078 titled "Housing-Enabling Water Systems Funding ”;

    AND THAT Council authorize the Mayor and Clerk to execute necessary agreements with the Ontario Ministry of Infrastructure to receive $25,397,523.99 through the Housing-Enabling Water Systems Funding grant for the Craigleith Main Sewage Lift Station, Mill Street Pumping Station and Bay Street Forcemain.

Re: Comments on staff report PDS.24.134 Grey County Centralized Planning Services Model - Staff Feedback

    THAT Council receive Staff Report PDS.24.134, entitled “Grey County Centralized Planning Services Model – Staff Feedback”;

    AND THAT Council directs staff to submit this report to the County of Grey for consideration to support further investigation of a centralized planning model.
