We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of April 7, 2025 be approved as circulated, including any items added to the Agenda.

NOTE: In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

    THAT the Committee of the Whole minutes of March 17, 2025 be adopted as circulated, including any revisions to be made.

Administration, Corporate & Financial Services - To be chaired by Deputy Mayor Bordignon

NOTE: In accordance with the Town Procedural By-law 2023-62 ten minutes is allotted at the beginning and end of each section of the Committee of the Whole Meeting to receive public comments regarding matters included on the Agenda. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an
emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

    THAT Council receive Staff Report ADM.25.012, entitled “Growth Management Specialist Position”;

    AND THAT Council approve the Growth Management Specialist position to be funded in 2025 through the Working Capital Reserve.

    THAT Council receive Staff Report ADM.25.010, entitled “Review of Corporate Policy “Public Meetings Comments Policy, POL.COR.15.02”;

    AND THAT Council direct staff to review the “Public Meetings Comments Policy, POL.COR.15.02”, in the 2026-2030 term of Council, or as required.

    THAT Council receive Staff Report CS.25.013, entitled “Response to The Georgian Bay Racquets Initiative”;

    AND THAT Council direct staff to actively collaborate with The Georgian Bay Racquets Initiative to identify viable Town owned properties (including but not limited to 130 King St W) for an indoor racquets facility, conduct a preliminary feasibility assessment of potential locations and operating models, and provide a comprehensive staff report to Council by June 2, 2025;

    AND THAT Council direct staff to formally meet with The Georgian Bay Racquets Initiative every three weeks to share progress and ensure continued collaboration in the process of bringing forward a staff report to Council by June 2, 2025.

    THAT Council receive Staff Report CS.25.009, entitled “Leisure Activity Plan Status Update” for information purposes.

    THAT Council receive Staff Report CS.25.012, entitled “Thornbury Harbour Lease Agreement Extension”;

    AND THAT Council authorize the Mayor and Clerk to execute agreement #OP-4844-H-2507 with His Majesty the King, in right of Canada, represented by the Minister of Fisheries and Oceans.
