We would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards of the land.  The municipality is located within the boundary of Treaty 18 region of 1818 which is the traditional land of the Anishnaabek, Haudenosaunee and Wendat-Wyandot-Wyandotte peoples.

    THAT the Agenda of November 30, 2023 be approved as circulated, including any items added to the Agenda.

NOTE:  In accordance with the Municipal Conflict of Interest Act and the Town Procedural By-law 2023-62, Council Members must file a written statement of the interest and its general nature with the Clerk for inclusion on the Registry.

NOTE: In accordance with the Town Procedural By-law 2023-62 any person may provide comments during the Public Comment Period at a Council Meeting, regarding Town matters. Each person providing comments during a Public Comment Period shall be limited to not more than three minutes. The Clerk or a countdown clock shall alert the speaker when they have one minute remaining to address Council. Each person shall provide their name and address, and is required to address their comments to the Chair. Comments shall not refer to personal, litigation or potential litigation matters, or be in response to matters that have been the subject of a Public Meeting, it being noted that the verbal commenting period has ended. Written correspondence may still be received in response to matters that have been the subject of a Public Meeting. If a person is unable to personally attend the meeting, or during any period where an emergency has been declared to exist in the municipality, they shall provide their Public Comments in writing to the Clerk in advance of the meeting for the Clerk to read on behalf of the author during the Public Comment Period.

Re: The Blue Mountains Public Library Board Needs Assessment and Usage Report and Consideration regarding inclusion of expanded library services in the Town's Multi-Use Feasibility Study

    THAT Council receive Staff Report FAF.23.184, entitled “Consideration of Municipal Member Motions for the Blue Mountains Attainable Housing Corporation AGM”;

    AND THAT Council receive Staff Report FAF.23.184 directly to Council due to the time-sensitivity of the upcoming Annual General Meeting (AGM) of The Blue Mountains Attainable Housing Corporation;

    AND THAT Council appoint the position of Chief Administrative Officer as the Municipal Member Representative for the 2023 Annual General Meeting of The Blue Mountains Attainable Housing Corporation;

    AND THAT Council nominate _____________ and ______________ as the Council members to be considered for appointment to The Blue Mountains Attainable Housing Corporation Board of Directors at the December 14, 2023 Annual General Meeting;

    AND THAT Council direct the Municipal Member Representative to bring forward the following motions to the Annual General Meeting of The Blue Mountains Attainable Housing Corporation for consideration and formal vote:

    1. THAT The Blue Mountains Attainable Housing Corporation focus on the review and redevelopment of the Corporation Mandate, Articles of Incorporation, By-laws, and overall Governance Structure with a reporting date of April 8, 2024 to Council at the Committee of the Whole meeting;
    2. AND THAT, for the period immediately following the 2023 Annual General Meeting until June 30, 2024, The Blue Mountains Attainable Housing Corporation be comprised of five (5) members of Town of The Blue Mountains staff to be determined by the Town’s Chief Administrative Officer.

    THAT By-law No. 2023-82, being a By-law to confirm proceedings of the Council of The Corporation of the Town of The Blue Mountains on November 30, 2023 be hereby enacted as passed this 30th day of November, 2023.
